Dave & Kristy Donaldson
CEO & President

Dave has invested his life in inspiring, equipping, and resourcing leaders in more than one hundred countries to bring aid and opportunity to millions of underresourced people. As the former national director for Operation Blessing and co-founder of Convoy of Hope, Dave forged global partnerships with churches, organizations, and businesses to mobilize tens of thousands of volunteers worldwide.

A veteran of Washington, DC, Dave coordinated government briefings between the government and faith-based leaders and served on the C-SAT Council for Substance Abuse and Mental Health Services Association (SAMHSA). He also hosted the first National Summit on Foster Care and Adoption with the US Children’s Bureau and has served on numerous boards including the National Football League (NFL) sanctioned National Courage Awards. He is a former trustee at Vanguard University and an advisor to Missouri State University’s graduate college.

In 2016, Dave retired from Convoy of Hope to co-found CityServe International (CSI). As initiatives of CSI, Dave hosts trips to Israel and spearheads efforts to provide aid and education for refugees in the Middle East. In 2019 Dave and CityServe launched “Neighborhoods to the Nations” to unify churches and organizations around church-based compassion initiatives, and to provide an advocacy office in Washington, DC.
Dave is the author of the bestselling Rock Solid discipleship program and coauthor of Revolution of Compassion and Relentless.

Dave earned his MA from Fuller Theological Seminary. He and his wife, Kristy, reside in California and Washington, DC, and have four adult children.

Dave Pavlin is the co-founder and former owner of Therapy Support, Inc., a specialty medical equipment company that serves patients and partners throughout the Midwest.

Burl & Theresa Evans

Burl Evans is a business and technology executive specializing in project management and content creation for IT professionals.

Mark & Cindee Heath

Treasurer

Mark is the Founder/CEO/CFO of multiple property development and management companies with multi-state portfolios. He has served on numerous professional, education, and faith-based boards as treasurer. Mark has a Masters in Business Administration in Economics from San Jose State University.

Cindee is active in various aspects of the management company and charity, co-founded by her and Mark. She is a member of several educational and faith-based boards of trustees and committees. She has a Bachelor of Science in Education from Evangel University and a Masters of Science in Counseling from Missouri State University.

Scott Wead

Vice President – National Grant Center

Scott Wead is a pastor, church planter, and author with a heart for building bridges into the community through compassion outreach. He served as a lead pastor at Lifehouse Worship Center in Orange County CA for 13 years. In 2018 joined the CityServe team and began serving as a missionary evangelist helping to activate hundreds of congregations into loving their neighbors with ONE=TWO. In 2020 Scott helped to launch the Neighborhoods to Nations National Grant Center that has helped to resource local churches to serve their communities with over $170,000,000 in winnings since inception.

Andrew Heath

Finance

Andrew has worked as a Staff Accountant/bookkeeper for various for profit and nonprofit organizations, most recently at a non-profit in WA state that works primarily with mental health, homelessness and foster care. He and his wife currently care for foster kids in their home. Andrew received a BA in Business Management from Northwest University.

Sergei Shkurkin

Lead Consultant

Sergei Shkurkin brings over 30 years of grant writing and grant administrative experience to the Neighborhood to Nations Grant Center. Sergei’s work has focused on assisting faith based organizations secure federal and state grant resources to support the implementation of their mission. Sergei also extensive experience working for local government in both securing funding as well as administering the funding once secured.

Marilyn Arledge

Fiscal Expert

Marilyn Arledge is a grant technical support policy writer with a background writing church grant applications and developing OMB 200 compliant fiscal policies, personnel handbooks, and other needed documents to support faith-based grantees.
